One thing ive noticed is that all of the killstreaks can be used from the comfort of a quiet hiding spot, none of them really require u to put yourself at risk, which really kills the adrenaline rush of getting a killstreak. this idea addresses that problem. its called in like a care package, contained inside this care package is one of several possible special weapons, my ideas include an mgl40 or m32 greanade launcher, a flame thrower, a minigun, etc. the weapons would contain a set amount of ammo which cannot be replenished by scavenger (for balance purposes) and once acquired replaces whatever weapon your holding at the time. i would say 7 kills for this weapon cache.
